The destination operator is the operator to which the subscriber’s handset is attached. In most cases the destination operator is the home network but when a subscriber is roaming, then the destination operator will be the network on which the subscriber is roaming. A HLR lookup is performed by the SMSC prior to delivery to determine the appropriate destination operator the message should be sent to, in order for the message to be delivered to the handset. This means GSM handsets may show up on your bill or invoice associated to the roaming operator.
